      Recently, the Ministry of Agriculture and Rural Affairs, the Ministry of Water Resources, the Ministry of Emergency Management, and the China Meteorological Administration jointly issued a notice, requiring all places to strengthen organizational leadership, implement work responsibilities, zoning and classification guidance, and refine practical measures to ensure that summer crops are fully planted and lay the foundation for autumn grain and year-round grain harvest。 

      The circular requires that all relevant departments in different places should do a good job of drought prevention and summer sowing by crops。It is necessary to strengthen monitoring and early warning, strengthen emergency duty, timely communication and consultation, analyze and judge the trend and impact of the drought, carry out monitoring of the drought and disaster, issue early warning information, and make early preparations for the drought。It is necessary to strengthen drought-resistant sowing, strengthen the allocation of water sources, strengthen the drought-resistant water dispatch of the main stream of the Yellow River, give full play to the role of water diversion projects such as Yellow River diversion, prepare adequate irrigation facilities, comprehensively take measures such as water transfer in different places, drill emergency Wells, and do a good job of sowing soil moisture to ensure the implementation of the area。It is necessary to strengthen the classification guidance, sowing in the suitable period of watering, and implementing measures such as sitting water seed, pouring "head water" after sowing, and dry sowing.In areas that cannot be sown in a suitable time, farmers should be guided to change to drought-resistant crops with short growth periods;In areas with better facilities, drip seedling emergence measures should be implemented through the integration of water and fertilizer。To strengthen departmental coordination, agricultural and rural departments should send working groups and expert groups to provide guidance services;Water conservancy departments accurately dispatch water projects, do everything possible to raise drought-resistant water sources, and orderly release water to divert water;The emergency management department shall preset the drought emergency team and materials and equipment;Meteorological departments should carry out artificial rain enhancement operations in a timely manner。
