      On August 29, the official website of the Ministry of Agriculture and Rural Affairs released the notice of the Department of Regulations of the Ministry of Agriculture and Rural Affairs on soliciting opinions of the "Announcement of the Ministry of Agriculture and Rural Affairs on the implementation of the Application of Agricultural Administrative Approval of electronic Licenses (Draft for comments)" to solicit opinions from the public。

      The details of the announcement are as follows:

      In order to implement the deployment requirements of the Party Central Committee and The State Council on optimizing government services and improving administrative efficiency，Accelerate the expansion of application fields and national mutual recognition of electronic certificates，We will promote the standardization, standardization and facilitation of government services，The Department of Laws and Regulations of the Ministry of Agriculture and Rural Affairs drafted the Announcement of the Ministry of Agriculture and Rural Affairs on the Implementation of the Application of Electronic Licenses for Agricultural Administrative Approval (Draft for Comments).。It is now open to the public for comments。Please submit your comments to the Department of Regulations of the Ministry of Agriculture and Rural Affairs by September 5, 2024。

      1. As of October 1, 2024，In the nationwide implementation of the application of "pesticide registration certificate", "pesticide registration test unit certificate", "fertilizer registration certificate", "veterinary drug product approval number", "national (foreign) import of agricultural seedlings quarantine approval form" (only the Ministry of Agriculture and Rural Affairs at the level of administrative licensing matters) a total of 5 electronic certificates。Electronic certificates and paper certificates are produced and used simultaneously and have the same legal effect。From January 1, 2025, corresponding paper certificates will no longer be issued。

      2. The electronic certificate shall be affixed with the electronic seal of the special seal for approval of the Ministry of Agriculture and Rural Affairs of the People's Republic of China respectively, and the specific format is attached。

      3. The paper certificates that have been issued and are still within the validity period can continue to be used until the next renewal of the electronic certificates。

      4. Applicants can log in to the government Affairs Service platform of the Ministry of Agriculture and Rural Affairs (http://zwfw).moa.gov.cn), view and download the e-license。

      The public can check the validity of the electronic license through the government affairs service platform of the Ministry of Agriculture and Rural Affairs, or scan the two-dimensional code of the electronic license through the mobile browser to query the license information。

      Sixth, the competent departments of agriculture and rural areas at all levels should fully understand the importance of promoting the application of electronic licenses, and better play the important role of electronic licenses in the reduction of administrative approval links, materials, time limits, etc., where information can be obtained through electronic licenses, no longer require the provision of corresponding materials。
